The reason why Lina is in a dress is because Steampunk stories tend to be in some form of victorian-style era. In victorian eras, women don't wear pants. Something I noticed in slayers is that compared to other characters, lina is very convered, so I assume somewhat conservative when it comes to showing off the goods. So I gave her a basic, victorian middle class style. Hence the skirt. Amelia is going to have two costumes; a dress (quite frilly) and this number. I figured amelia would pull off pants because she is royalty and she was raised by her dad, who is pretty open minded. Lina was raised by merchants, so I think the skirt was the way to go. I don't think it makes her look girly though, she actually looks really confortable in that!
