We have sort of the same deal here in Florida (obviously not with French though). I mean, true we're an English speaking country and those people who move here should ideally learn to speak it with some proficiency in order to communicate with others in the general populace. Unfortunately, there are those who refuse to do so and i makes things... interesting for those of us who don't speak Spanish.
I have no issue whatsoever with wanting to continue to speak your native language and retain your culture. I'm all for it, but at least make an effort to learn the dominant language of the area you're living in. It's a bit of a courtesy.
And those of us who come across people who don't speak English: be patient and courteous? I mean, cut them a little slack. They come here because they want a better chance at life. Just like we all do.
