He won because he won the most seats and that's what matters. I'm most surprised that he gained so many seats in Ontario which is usually pretty liberal.
Unfortunately I find this a side effect of the split vote. We can't have the Liberal Party AND the NDP on a ballot. It will always split the left-wing vote, so I think that if those parties care about getting elected they should merge like the Tories did.
The up side is that Harper will be in the spotlight for the next 4 years now that he has a majority and won't be able to use the excuse "I have a minority government!" so if he screws up, people will see it and make their decision in the next election.
